The European Union has published a blacklist of non-cooperative countries


The list of non-cooperative jurisdictions for tax purposes (the so-called blacklist) remains unchanged.
At its meeting on February 18, 2025, the Council of the European Union decided to maintain the blacklist of non-cooperative jurisdictions for tax purposes without any changes. The list continues to include eleven countries:
- American Samoa
- Anguilla
- Fiji
- Guam
- Palau
- Panama
- Russian Federation
- Samoa
- Trinidad and Tobago
- US Virgin Islands
- Vanuatu
Countries that are working towards meeting international tax standards are regularly updated on the so-called greylist:
- Antigua and Barbuda
- Belize
- British Virgin Islands
- Brunei Darussalam
- Eswatini
- Seychelles
- Turkey
- Vietnam
A new addition to the greylist is Brunei Darussalam, while two countries, Costa Rica and Curacao, have been removed after fulfilling their commitments.
The next review of non-cooperative jurisdictions is scheduled for October 2025. With this regular monitoring, the Council of the European Union continues to encourage compliance with tax measures.
